To love but not to be

hey...after long...
my small understanding suggests that it meant...nothing is permanent and static...hence..."To have but not to......"
is that the case?
also, couldn't decipher the last two lines..."but not to be..." any help offered there? :)

Thanks for your note. Here are my thoughts -

1) Life comes a full circle.
2) Life events are marked with contradictions - you are rich and poor at the same time.
3) In my estimation, 'to be' is better than 'not to be' despite the costs associated with the former.
